Shirley Contracting led the Fairfax County Parkway, Phase III design-build project. Located between the Franconia-Springfield Parkway Interchange and the Barta Road Interchange in Fairfax County, Virginia, it provides the final 0.7 mile segment to complete the Fairfax County Parkway between Route 7 and I-95.

Key features of Fairfax County Parkway, Phase III included: a six-lane, divided, limited access highway within the existing right-of-way; improvements to the Franconia Springfield Parkway Interchange including a relocation of Hooes Road; widening of Ramp D to two lanes; and construction of three separate noise barrier walls. Additionally, a new bridge carries Rolling Road over the parkway and connects multiple residential communities. The project team also completed signing, lighting, landscaping, and stormwater management improvements.

Shirley provided permitting services, including completion of a NEPA re-evaluation document which was approved by Fairfax County, the Virginia Department of Transportation (VDOT) and Federal Highway Administration (FHWA). This project utilized stimulus funding and was administered by FHWA Eastern Federal Lands Highway Division on behalf of VDOT. It also involved coordination with Fairfax County, the U.S. Department of the Army, and several permitting agencies including the Department of Environmental Quality and U.S. Army Corps of Engineers.
