NAVFAC Awards Clark “Market-Style” Barracks Project in Norfolk

Norvolk, VA – Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic awarded Clark Construction Group a $66.8 million design-build contract for the P123 Bachelor Quarters project at Naval Station Norfolk, Va. The project supports the U.S. Navy's Homeport Ashore program, which provides housing on shore for sailors between deployment. LS3P ASSOCIATES LTD is the project architect.
Conceived as a "market-style" apartment building, P123 Bachelor Quarters is a five-story residential building with 225 units. Built on a pile foundation, the bachelor quarters will have masonry bearing walls, concrete floors, and brick exterior walls.
This is one of the first the first Navy project to employ a Total Ownership Cost (TOC) model, in which the Navy's acquisitions personnel considered and gave value to proposed design's life cycle cost. Clark/LS3P's "H"-shaped building design takes advantage of the site's solar orientation to maximize natural heating and cooling and the barracks' envelope is expected to outperform baseline energy criteria by 40 percent. A ground source heat pump is the backbone of the project's efficient HVAC system while all cooling is provided by a geothermal well field in conjunction with a supplemental evaporate fluid cooler. The P123 Bachelor Quarters project is designed to earn LEED® Silver certification. Clark/LS3P's proposed design will reduce the project's energy usage by 56 percent and the Navy's 40-year TOC energy cost by 36 percent.
Construction will begin by the end of 2012 with completion anticipated in late 2014.
